Qualifications & Characteristics
The superintendent, as chief executive officer, is accountable to the Board of Trustees, which expects the superintendent to be the education leader of Bloomington ISD. The superintendent works closely with the Board of Trustees to develop and implement policies and programs designed to carry out the district's mission.
In concert with the staff, students, parents, and community, the Board of Trustees has identified certain characteristics and qualifications as highly desirable in a superintendent: Is a motivational, visionary leader with the ability to build broad consensus in support of district goals, and plan strategically to ensure the development of education programs and the effective use of the district's facilities, resources, and personnel Can effectively delegate and empower staff members to discharge their responsibilities while remaining knowledgeable and accountable for the district's overall progress in accomplishing its mission Is leadership sensitive to staff morale and supportive of the roles of all school employees Is energetic and willing to make a commitment of time to the school district and community Believes in teamwork, is open to other ideas, and practices participatory management Is knowledgeable of existing rules, regulations, statutes, and federal requirements applicable to school district operations and cognizant of the legal aspects of educational administration Possesses and exemplifies high moral standards and personal ethics with a background of complete integrity Will be highly visible and regularly visit campuses and programs, support students and staff, and maintain an active role in the community Is student oriented, clearly understands how the teaching/learning process best functions and demonstrates evidence of the ability to raise achievement levels Understands the value and importance of diversity and has experienced success in working with a population and culture similar to Bloomington Is a "people person" who initiates efforts to interact with all segments of the community by building a climate of respect, candor, mutual trust, and cooperation Is an effective communicator who is sensitive and responsive to the concerns of students, families, teachers, staff, and board members in a timely and appropriate manner Has a balanced perspective of academics, athletics, and extracurricular activities Has demonstrated successful management experience in both instructional and financial domains Is a good decision maker with a management style that is open but persistently focused on what is best for all students Has an understanding of small schools and a desire to work in a small community Is interested in the operational responsibilities of support staff and strives to maintain current knowledge by periodic personal observation Has demonstrated successful experience as a superintendent, assistant superintendent, central office administrator, and/or principal

Bloomington ISD, through a solidified partnership with the community, will innovatively challenge each student to achieve maximum potential and success in a positive, safe and stimulating environment, in order to ensure a quality education for all.
About Us
Bloomington is a small rural community of approximately 2,000 people. It is surrounded by petrochemical plants, farming, and railroads. Centrally located between Austin, San Antonio, Houston, and Corpus Christi, it lies only 28 miles from the Gulf of Mexico.
As the second largest city in Victoria County, it is located on State Highway 185 in a major oilfield 15 miles southeast of Victoria. The town was established as a station on the St. Louis, Brownsville, and Mexican Railway (built in 1906) and laid out by developers in 1910. The site was named for Bloomington, Illinois, the original home of many of its first settlers. When the railway completed a branch from Victoria to Port O'Connor in 1912, Bloomington became an important crossroads. The discovery of oil in 1947 added to the area's rich agricultural and ranching assets. Subsequently, the community's population and businesses increased. In recent years, it has remained relatively stable.
The Bloomington Independent School District (ISD), founded in 1919, originated from a rural school that was established in a lumberyard in 1908. The district covers 111 square miles and includes the Placedo and Dacosta areas, which also have oil and gas production and farming and ranching operations.
The school district contains four campuses: Bloomington high school, middle, and elementary school and Placedo Elementary School, serving grades 9 through 12, 7 through 8, ECE through 3, and 4 through 6, respectively. The district is rated as recognized by the Texas Education Agency.
