Meet the Team
Jacob Cox
Jacob Cox joined the Board Development Services team in 2024. Proud of his West Texas roots, he spent eight years teaching junior high students math and science at Abilene, Hamlin, and Christoval ISDs. He also served as a football coach during that time. In 2018, Cox transitioned to school administration, serving as an assistant principal at Merkel ISD’s Merkel Elementary and Merkel Middle schools before taking on the role of principal at Hawley Elementary School at Hawley ISD.
Cox holds a Bachelor of Science degree in biology, with an eighth- to 12th-grade life science certification from Angelo State University in San Angelo, and Master of Education degree in educational leadership, with a principal certification, from Lamar University in Beaumont. In addition, Cox was selected as a participant in the Charles Butt Foundation’s 2023 cohort of Texas educators who, through the Raising School Leaders Program, attended weeklong summer institutes at the Harvard Graduate School of Education. A lifelong West Texan, Cox looks forward to working with districts located in the Panhandle and West Texas region.
Kay Douglas
Kay Douglas has worked at TASB since 2004, but her experience with board development dates to 2002. During her time at TASB, she has helped train thousands of new board members, and she encourages team building through thoughtful conversation.
After working in the General Counsel’s Office of the Texas Department of Criminal Justice, she was a prosecutor for 13 years in Walker County, training prosecutors for the National College of District Attorneys and State Bar of Texas. She was a member of the Huntsville ISD Board of Trustees for 16 years and is a graduate of Leadership TASB. She is a trained mediator and Crucial Learning® certified trainer for Crucial Conversations and Influencer.
Douglas received her bachelor’s degree in psychology from Columbia University and her law degree from the University of Houston.
David Koempel
David Koempel has worked at TASB since 1985. During his time as a board development consultant, he has trained school board members in a variety of topics, including strategic planning for school districts, crisis communication, and collaborative communication. Koempel is known for his expertise in parliamentary procedure and for helping boards run effective meetings. He is a skilled facilitator who leads highly interactive board development experiences and is passionate about board development.
Koempel has a bachelor’s degree in marketing from St. Edwards University and a Master of Science in interdisciplinary studies, with an emphasis on organizational development and marketing, from Southwest Texas State University. He is a Crucial Learning® certified trainer for Crucial Conversations and a trained mediator.
Robert Long III
Robert Long III is the division director of Board Development Services. Long has worked at TASB since 2022. Before joining TASB, he was the senior regional advocacy director — West Houston — for Raise Your Hand Texas. He served as an elementary and middle school principal in Spring and Fort Bend ISDs. His experience also includes campus leadership positions in Cypress-Fairbanks and Aldine ISDs.
He earned his bachelor’s degree in interdisciplinary studies from Stephen F. Austin State University, a master’s degree in education administration and supervision from Sam Houston State University, and a doctorate in education administration from Texas A&M University. In 2017, he was named a semifinalist in the H-E-B Excellence in Education Awards, one of many honors Long has received.
Orin Moore
Orin Moore joined the Board Development Services team in 2015. As a facilitator, he performs in-district workshops for board-superintendent teams focusing on goal setting, team building, and board self-assessment. As a former consultant and trainer supporting education-based startups in Harris County, Moore emphasizes the importance of building and aligning a newly formed team. He is skilled at facilitating transition workshops for governance teams experiencing board member or superintendent change.
Moore holds a bachelor’s degree in psychology and a Master of Business Administration, both from Rice University. He is a proud graduate of a “small town” Texas public high school and codesigns the Small School District Seminar held during TASA | TASB Convention. He is a Crucial Learning® certified trainer for Crucial Conversations.
Esperanza Orosco
Esperanza Orosco has been a Board Development Services consultant since 2021. Before joining TASB, Orosco was a Hays CISD certified bilingual teacher with more than 11 years’ experience. She is currently a member of the Hays CISD Board of Trustees and has served as president, vice president, and secretary.
As a board development consultant, Orosco facilitates the Board Officer Institute, sharing her expertise on topics including team building, goal setting, superintendent evaluation, social contracts, board operating procedures, Robert’s Rules of Order, and implementing employee-friendly policies and initiatives. She also provides guidance on the role of board officers and how to conduct effective and efficient board meetings. As part of her consulting work, she has mentored and coached board members and teachers.
Orosco earned her bachelor’s degree in history from the University of the Incarnate Word and a Master of Education in elementary education from Texas State University. She is a staunch supporter of public education.
