TASB Executive Management Team
The TASB executive management team is responsible for administering high-quality solutions and services for school board members across the state.
The TASB executive management team is comprised of an executive director responsible for overseeing all services and solutions provided by the association and for implementing the goals and vision of the TASB Board of Directors. The team supporting this work includes a deputy executive director and associate executive directors (AEDs) representing all areas of the organization. All TASB leaders and staff are dedicated to supporting the work of TASB members in their commitment to educating the state’s public school children.
Dan Troxell
Dan Troxell is the executive director of the Texas Association of School Boards (TASB). He has more than 30 years of experience as a public school leader and was named the TASB Superintendent of the Year in 2008.
Troxell began his career in public education in 1987 as a middle school social studies teacher at Round Rock ISD. He quickly moved on to administrative roles, serving as assistant principal and grade-level principal at Round Rock ISD, principal at Allen ISD, principal and assistant superintendent at Cypress-Fairbanks ISD, and superintendent at both Kerrville ISD and Leander ISD.
Holding a doctorate in education administration from The University of Texas at Austin, Troxell has taught university-level courses as an adjunct professor and authored several journal articles, including an article on multicultural competencies and one on board president-superintendent collaboration.
At TASB, Troxell is responsible for advancing the association’s mission of promoting educational excellence for Texas schoolchildren through advocacy, visionary leadership, and high-quality services to school districts.
Tiffany Dunne-Oldfield
Tiffany Dunne-Oldfield was named deputy executive director in 2022 after joining TASB as its associate executive director (AED) for Communications, Marketing, and Events. She previously worked as the chief innovation and communications officer for Spring ISD, located north of Houston, where she oversaw several key departments including communications, family and community engagement, research and accountability, counseling, and school improvement.
Prior to serving Spring ISD, Dunne-Oldfield served as the chief communications officer for Houston ISD. Before moving into the education sector, she was the executive vice-president of Communications and Corporate Responsibility for BBVA Compass.
Dunne-Oldfield earned a bachelor’s degree in history from The University of Texas at San Antonio and a master’s degree in educational human resource development from Texas A&M University.
Mary Barrett
Mary Barrett serves as associate executive director (AED) of TASB Risk Management Services, where she leads one of the largest and most-established risk pools in the country.
Barrett previously served as strategy and risk officer with Risk Management Services, where she was responsible for the oversight and administration of the underwriting, marketing, business intelligence, and technology program functions, as well as the coordination of the Fund’s reinsurance placements and oversight of initiatives related to the Fund’s Strategic Plan. Barrett has been a member of TASB’s Risk Management Services team since 2012. She joined TASB in 1998 as part of the HR Services team.
Barrett is a graduate of The University of Texas at Austin, where she received a degree in mathematics with a concentration in actuarial studies. She earned a Master of Business Administration from St. Edward’s University in 2005.
Joy Baskin
As Education Counsel and associate executive director (AED) for Policy and Legal Services, Joy Baskin oversees Legal Services, Policy Service, and Community College Services. She is a staff liaison to the TASB Board of Directors’ Resolutions Committee. She also serves as counsel to TASB’s Legal Assistance Fund and contributes to TASB’s public advocacy through txedINSIGHTS.
Baskin served as director of Legal Services from 2005 to 2022, after working as an attorney in the division for eight years. She is an active member of the School Law Section of the State Bar of Texas, including serving as chair in 2010-11. By appointment of the Texas Supreme Court, Baskin served as a member of the Permanent Judicial Commission for Children, Youth, and Families (Children’s Commission) Education Committee.
She received her bachelor’s degree with honors from Stetson University in DeLand, Florida. A member of Phi Beta Kappa, Baskin attended Stetson on a Presidential Scholarship and received the faculty’s outstanding graduate award in English. She attended The University of Texas School of Law, from which she received her law degree with honors.
Brian Bolinger
Brian Bolinger joined TASB in 2018 as the associate executive director (AED) of Business Services, which includes Facility Services, BoardBook®, and the affiliated entities TASB Energy CooperativeTM and BuyBoard®, which has both a Texas and a national purchasing cooperative.
Bolinger has extensive experience in the public utility sector and was the executive director/CEO of the Texas State Historical Association prior to coming to TASB.
A native of Elkhart, Indiana, he has an undergraduate degree from DePauw University, a master’s degree from Midwestern State University, and law degree from Indiana University. Bolinger has lived in Texas since 2000.
Kelly Rasti
Kelly Rasti joined the Texas Association of School Boards (TASB) in 2024 as the Associate Executive Director of Governmental Relations. Rasti oversees TASB’s governmental relations team, guiding the association’s work at the Texas Capitol to ensure the issues that matter most to TASB members, including funding, teacher recruitment and retention, and school safety, are top of mind for lawmakers.
Prior to joining TASB, Kelly served as the Executive Director of Outreach and Advocacy for Northside ISD, a San Antonio public school district of more than 100,000 students, where she oversaw community and governmental relations and school, business, and community partnerships. She previously worked as a legislative aide within the Texas Senate, where she served as the subject matter expert for veterans’ affairs, education, and child welfare issues. Earlier in her career, she was a teacher for both Harlandale and Northside ISDs.
Carolyn Counce
Carolyn Counce is the associate executive director (AED) of Member Services, where she oversees Board Development Services, Field Services, HR Services, Executive Search Services, School Medicaid Services, and Student Solutions. Counce joined TASB in 2000 to work with members of the Risk Management Fund Unemployment Compensation Program. She was a senior attorney for TASB Legal Services prior to becoming the director of TASB Policy Service in June 2007. Counce is a member of the School Law section of the State Bar of Texas and the Texas Council of School Attorneys.
After law school, Counce was a judicial law clerk for the Tennessee Court of Appeals and served as a hearing officer for the Texas Workforce Commission Appeals Tribunal. Counce received her bachelor’s degree from The University of Texas at Austin. She received her law degree with honors from the University of Memphis.
Sedora Jefferson
Sedora Jefferson has been associate executive director (AED) and chief corporate counsel since August 2003. She’s responsible for providing legal advice and representation to TASB management and staff on matters affecting the Association and its seven affiliated entities.
Prior to joining TASB, Jefferson held similar executive-level legal counsel positions with state and local government, including the City of Austin and the Texas Attorney General’s Office. Starting out in litigation at the Texas Attorney General’s Office, she defended governmental officials and agencies in employment and civil rights cases, as well as represented financial agencies of the state in enforcing insurance, banking, and securities laws.
Jefferson has a bachelor’s degree from Temple University and a doctorate of jurisprudence from the University of California Los Angeles School of Law. She has been practicing law in Texas since 1986.
Bill Mastrodicasa
Bill Mastrodicasa has been with First Public since 2003 and serves as the managing director, where he oversees all aspects of the investment and insurance services offered to clients. He brings more than 28 years of experience in the financial services industry to the role, including positions at several major Wall Street firms.
During his tenure at First Public, he has held other key leadership positions, including chief operating officer, chief compliance officer, and director of operations and compliance.
Prior to joining First Public, Mastrodicasa was president and chief compliance officer for Patagon.com Securities Corp., a wholly owned subsidiary of the multinational financial services company, Banco Santander. Mastrodicasa previously worked at The R.J. Forbes Group, Inc. (acquired by TD Ameritrade) where he was president of Electronic Brokerage Services and at Waterhouse Asset Management, a wholly owned subsidiary of TD Ameritrade (formerly TD Waterhouse), where he was assistant vice-president of operations and compliance. He earned his Certified Regulatory and Compliance Professional™ (CRCP™) designation from the Wharton School of the University of Pennsylvania and his bachelor’s degree from the State University of New York.
Mastrodicasa holds the Texas General Lines Insurance license (life, accident, health, HMO), and the following FINRA and MSRB licenses: Series 4 (General Options Principal), Series 7 (General Securities Representative), Series 8 (Limited Securities Principal), Series 24 (General Securities Principal), Series 53 (Municipal Securities Principal), and Series 63 (State Securities Agent).
Steven McArthur
Steven McArthur has been TASB’s chief financial officer since 2006 and oversees the Finance and Facilities functions at TASB, including the accounting operations for several of TASB’s affiliated entities. He has been with TASB in the finance area since 1988, moving from accounting manager to assistant director, department director, division director, and chief financial officer.
He was involved in every aspect of TASB’s purchase of its current headquarters building as well as the complete remodel of the TASB Governmental Relations building downtown. His oversight of the finances and budgeting process, including the target setting and ongoing analysis of programs and costs, has contributed to TASB’s financial stability. McArthur developed and refined the cost accounting process to more completely understand the cost of delivering each of TASB’s services and products.
McArthur is a CPA and is a graduate of the University of Houston-Victoria, with a bachelor’s degree in accounting.
Kathy Wetzel
Kathy Wetzel is the chief information officer and has been in IT for more than 20 years. Prior to IT leadership, she held many roles in manufacturing, supply chain management, accounting, and customer service. Wetzel has been with TASB since 2015 and has strengthened the IT leadership skills, implemented operational processes, and brought in technology education to facilitate innovative thinking. Her most recent accomplishments include implementing a disciplined approach and technology to govern TASB Master Data, implementing an Enterprise Service Bus to better manage data integrations, and improving cybersecurity processes both to better protect TASB data and incident response.
Wetzel has accounting and computer science degrees from the University of North Dakota and a master's degree in business management from the University of San Diego.
