Meet Our Team
Joy Baskin
As Education Counsel and associate executive director (AED) for Policy and Legal Services, Joy Baskin oversees Legal Services, Policy Service, and Community College Services. She is a staff liaison to the TASB Board of Directors’ Resolutions Committee. She also serves as counsel to TASB’s Legal Assistance Fund and contributes to TASB’s public advocacy through txedINSIGHTS.
Baskin served as director of Legal Services from 2005 to 2022, after working as an attorney in the division for eight years. She is an active member of the School Law Section of the State Bar of Texas, including serving as chair in 2010-11. By appointment of the Texas Supreme Court, Baskin served as a member of the Permanent Judicial Commission for Children, Youth, and Families (Children’s Commission) Education Committee.
She received her bachelor’s degree with honors from Stetson University in DeLand, Florida. A member of Phi Beta Kappa, Baskin attended Stetson on a Presidential Scholarship and received the faculty’s outstanding graduate award in English. She attended The University of Texas School of Law, from which she received her law degree with honors.
Sybil Eggleston
As a program coordinator for TASB Legal Services, Sybil Eggleston serves as one of the initial contacts for member inquiries and requests. She also manages the billing, contact updates, and subscription access for Community College Services’ members. Eggleston has a passion for helping others and truly enjoys having the opportunity to assist TASB members from all over Texas. She joined TASB Legal Services in 2017.
Chris Jones
Chris Jones joined TASB Legal Services as a senior attorney in September 2022.
Before joining TASB, Jones was employed by the Texas Education Agency (TEA), where he worked in a wide variety of school-law related areas, including academic and financial accountability, accreditation, investigations, campus improvement activities, districts of innovation, special-purpose districts, school district consolidations, charter schools, teacher certification, special population program monitoring, residential treatment facilities, TEA enforcement activities, litigation, school finance, and rulemaking.
Jones has a degree in accounting from Texas Tech University. He received his law degree from The University of Texas.
Lindsey McPheeters
Lindsey McPheeters joined TASB Legal Services in May 2022.
McPheeters began her legal career as a juvenile prosecutor in Bronx, New York, before moving back to Texas to start her own law practice focused on family law and criminal defense. Prior to joining TASB, McPheeters worked as a staff attorney and interim general counsel to a large Austin-area school district. She also worked for several years as a high school CTE teacher.
McPheeters graduated from The University of Texas with a bachelor’s degree in government and sociology. She received her law degree from the Benjamin N. Cardozo School of Law in New York.
Annette Moseley
As assistant director of operations for TASB Legal Services, Annette Moseley supervises technical and support staff and assists with administrative management. She manages the division’s computer network system and supervises the maintenance of the membership and subscription service databases.
Moseley has been with TASB since 1981. She serves as membership coordinator for the Texas Council of School Attorneys and manages and assists with the coordination of activities related to the Legal Assistance Fund.
Nicolas Nemeth
Nicolas Nemeth joined TASB Legal Services as a staff attorney in June 2023.
Nemeth graduated from Texas Tech University with a bachelor’s degree in political science and a minor in legal studies. After graduating from college, Nemeth, who was born and raised in Austin, returned to his hometown to receive his paralegal certification from The University of Texas.
Nemeth was a paralegal for a year before deciding to return to Texas Tech University to attend law school. After law school, he worked at the Travis County Attorney’s Office as a prosecutor for three years.
Jessica Rodriguez
Jessica Rodriguez joined TASB Legal Services in May of 2024. She comes to TASB with 15+ years of experience with area school districts at varying levels. As a legal assistant for TASB Legal Services, Jessica provides support with training materials, legal publications, electronic correspondence, and newsletter publishing for the department. Jessica considers herself a lifelong learner and hopes to continue adding to her repertoire of skills with TASB.
Jacy Selcoe
Jacy Selcoe joined TASB Legal Services as a staff attorney in October 2023. Before joining TASB, Selcoe was an attorney with the Texas Legislative Council providing nonpartisan legal guidance and drafting to members of the Texas Legislature related to legislative documents affecting school, business, insurance, or civil law.
Selcoe attended The University of Texas School of Law, graduating with high honors as a Chancellor-at-Large in 2016. While in law school, she was a member of the Texas Law Review, participated in the Immigration Clinic, and authored a note published in the Texas Law Review related to volunteer liability in the medical profession. Prior to law school, she attended the University of Maryland, where she graduated magna cum laude with a Bachelor of Arts in history.
Leslie Story
Leslie Story has been with TASB Legal Services since 2005. As director of Legal Services, she is a frequent presenter at regional and statewide training events on a variety of school law topics.
Prior to coming to TASB, she worked in private practice in Dallas, representing a variety of clients, including governmental entities. Story is an officer of the School Law Section of the State Bar of Texas and a member of the Labor and Employment Section of the State Bar of Texas. She is also a member of the Texas Council of School Attorneys and the National School Attorneys Association.
Story graduated magna cum laude from Baylor University with a bachelor’s in the University Scholars program. She received her law degree from The University of Texas School of Law.
Mark Tilley
Mark Tilley joined TASB Legal Services in 2007. As lead attorney for legal advocacy, Tilley serves as liaison to TASB’s Governmental Relations and as the coordinator for TASB’s Legal Assistance Fund. He also works with TASB Policy Service to develop legally referenced policies for school district policy manuals.
From 1999 to 2007, Tilley worked in private practice in Austin, where he represented public school districts, education service centers, and community colleges across Texas. He is a member of the School Law Section of the State Bar of Texas, serving as chair in 2018-19, and a member of the Texas Council of School Attorneys.
Tilley received a bachelor’s with honors from Stephen F. Austin State University and a law degree from Texas Tech University School of Law. During law school, he worked as a legal assistant with the Texas Department of Protective and Regulatory Services in Lubbock and as a clerk for a school law firm in Austin.
