Compensation Considerations During the 89th Legislative Session
The Texas House and Senate continue to consider and amend the bills that would impact compensation of school employees.
To date, there is little consensus on how pay increases should be implemented in schools. Districts should exercise caution in adopting compensation plans for 2025-2026 before final passage of pay increase bills unless changes are funded with monies available under current statute.
In past years and sessions, some districts chose to adopt pay increases contingent on passage of certain bills or contingent on achieving certain revenue levels, but such contingencies may not be wise for 2025-2026. Further, no changes to TASB Model Contracts are needed or recommended at this time to respond to pending compensation legislation.
TASB HR Services is closely watching the Legislature and is prepared to offer guidance and resources to our members after final passage of bills to support implementation of compensation plans that comply with state requirements and meet district needs.
While final passage of bills late in the session may decrease the time available for compensation planning and implementation, we will be prepared to provide guidance as soon as possible.
